SUBJECT: Memorial Park Boat House & Parking Area Self-Evaluation
1. On 03/12/2020, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.
2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:
Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones
3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Where a floor level is not required to be connected by an accessible route, the only toilet rooms or bathing rooms provided within the facility shall not be located on the inaccessible floor. Except as provided for in Sections 1109.2.2 and 1109.2.3, at least one of each type of fixture, element, control or dispenser in each accessible toilet room and bathing room shall be accessible.

The route to the porta-potty is up to 13.9% and it is not an accessible unit. Also the running slope of the pad is in the 3% range on the far end and 5% range at the pad (east) entrance.
Recommendation:
Remove and replace the sidewalk to provide maximum 5% running slope, with a level landing at the front of the porta-potty. Work with the vendor to provide an accessible unit. It may be that this enclosure can't ever be used for an accessible unit. If that the case then add an accessible unit nearby and put on a pad.
