1. On 02/04/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.
2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:
Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones
3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

All four parking stalls have high running slopes. The two closest to the building are as high as 3.4% and 4% respectively. The two furthest spaces from the building are up to 5.3% and 6.6%.
Recommendation:
Remove the 2 furthest accessible parking spaces and access aisle as they most exceed running slope standards and are not required.
Repave an area nearest the building to achieve as close to 2% as feasible. Consider shifting the spaces over southwest 1 or even 2 spaces. The regular parking space directly in front of the light post is level in all directions.

Both access aisles exceed a 2% running slope. The one closest to the building is up to 3.4% and the one furthest is up to 6.2%.
Recommendation:
Since there is one extra access aisle we need to get rid of the one furthest from the building where the slope is the greatest. In context with possibly shifting the parking stalls over 1 or 2 spaces, the access may need to move. Ultimately repave the access aisle in order to alleviate or greatly reduce the slope.

The ramp is comprised of 3 landings and 15 sidewalk segments. Almost all segments are over 5%. Bottom level landing at times has debris issues. The top pad and both top landing pads have small cross slopes.

56' ramp between 3.8% and 9.8% (top pad) has a cross slope of 2.8%, along with a 6x4x1" area of surface discontinuity, middle level landing short 1', making it up to 3.9%. The top landing has two pads with running slopes of 2.5% and cross slopes of 2.4 and 2.7% respectively.
Recommendation:
Replace the entire ramp. Take out the top two landing pads to eliminate running and cross slopes, make a 5' long middle landing and lower landing.
Add edge protection at the lower level landing to eliminate debris.

The ramp does not have compliant handrails.
Handrails are required on both sides of all surfaces that are sloped greater than 5 percent (1:20). Handrails must be between 34 inches and 38 inches above the ramp surface, must extend beyond the top and bottom of the ramp 12 inches and be parallel to the floor or ground surface. The diameter of the handrails must be between 1 inches and 2 inches in cross-sectional nominal dimension for circular handrails and handrail gripping surfaces with a non-circular cross section shall have a perimeter dimension of 4 inches minimum and 6 inches maximum, and a cross-section dimension of 2 inches maximum. The clear space between handrails and walls must 1-1/2 inches minimum.
