SUBJECT: Stetson Hills Substation - CSPD Self-Evaluation

1. On 02/04/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Recommendation:
Remove the 2 furthest accessible parking spaces and access aisle as they most exceed running slope standards and are not required. Repave an area nearest the building to achieve as close to 2% as feasible. Consider shifting the spaces over southwest 1 or even 2 spaces. The regular parking space directly in front of the light post is level in all directions.

Recommendation:
Since there is one extra access aisle we need to get rid of the one furthest from the building where the slope is the greatest. In context with possibly shifting the parking stalls over 1 or 2 spaces, the access may need to move. Ultimately repave the access aisle in order to alleviate or greatly reduce the slope.

Transitions from ramps to walks, gutters, or streets shall be flush and free of abrupt change. Maximum slopes of adjoining gutters, road surface immediately adjacent to the curb ramp, or accessible route shall not exceed one unit vertical in 20 units horizontal (5-percent slope).

East Side

The ramp is comprised of 3 landings and 15 sidewalk segments. Almost all segments are over 5%. Bottom level landing at times has debris issues. The top pad and both top landing pads have small cross slopes.

The accessible route of travel exceeds 5% and therefore must be considered a ramp.

Where the slope is greater than one unit vertical in 20 units horizontal (5-percent slope), ramps shall be used. Ramps shall have handrails and wheel guides on both sides.

Recommendation:
Replace the entire ramp. Take out the top two landing pads to eliminate running and cross slopes, make a 5' long middle landing and lower landing. Add edge protection at the lower level landing to eliminate debris.

Handrails are required on both sides of all surfaces that are sloped greater than 5 percent (1:20). Handrails must be between 34 inches and 38 inches above the ramp surface, must extend beyond the top and bottom of the ramp 12 inches and be parallel to the floor or ground surface. The diameter of the handrails must be between 1 inches and 2 inches in cross-sectional nominal dimension for circular handrails and handrail gripping surfaces with a non-circular cross section shall have a perimeter dimension of 4 inches minimum and 6 inches maximum, and a cross-section dimension of 2 inches maximum. The clear space between handrails and walls must 1-1/2 inches minimum.

Detectable warning surfaces are not intended to provide wayfinding for pedestrians who are blind or have low vision. Wayfinding can be made easier by:
•Sidewalks that provide a clear path free of street furniture;
•Visual contrast between walking and non-walking areas (e.g., planted borders);
•Route edges that are clear and detectable by cane;
•Direct pedestrian street crossings and curb ramps that are in-line with direction of travel;
•Small corner radiuses that permit pedestrian street crossings to be as short and direct as possible;
•Orthogonal intersections that facilitate navigation using parallel and perpendicular vehicle sound cues;
•and barriers where pedestrian travel or crossing is not permitted.

Community Room #101

Compliant room identification signs are missing on the strike side of the door.

Wall signs identifying permanent rooms and spaces of a building shall be in a horizontal format with the characters raised 1/32 inch minimum and shall be sans serif uppercase characters a minimum of 5/8 inch and a maximum of 2 inches high. Contracted Grade 2 Braille shall be in a horizontal format and shall be placed a minimum of 3/8 inch and a maximum of 1/2 inch directly below the tactile characters; flush left or centered. Dots shall be 1/10 inch on center in each cell with 2/10-inch space between cells, measured from the second column of dots in the first cell to the first column of dots in the second cell. Dots shall be raised a minimum of 1/40 inch above the background. Braille dots shall be domed or rounded. Signs with raised characters or Braille shall be located 48 inches minimum above the finish floor or ground surface, measured from the baseline of the lowest tactile character and 60 inches maximum above the finish floor or ground surface, measured from the baseline of the highest tactile character.

Reception Counter

A portion of the counter surface that is 36 inches long minimum and 36 inches high maximum above the finish floor shall be provided. Knee and toe space must be provided for a forward approach. A 30 inch by 48 inch clear floor space on an accessible route must be provided for either a forward or parallel approach.
