1. On 02/15/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Accessible Routes - Public Right of Way

The accessible path of travel has cross slopes greater than 2%.

Surface cross slopes shall not exceed one unit vertical in 48 units horizontal (2-percent slope). When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp.

As Built:

The sidewalk that borders the west side of the park along Richfield Dr. has 40 pads of concrete with a high cross slope ranging from 2.3% to 6.8%. 34 pads exceed 3% cross slope.

Recommendation:

Remove and replace pads to compliance.

However, clear width shall be permitted to be reduced to 32 inches minimum for a length of 24 inches maximum provided that reduced width segments are separated by segments that are 48 inches long minimum and 36 inches wide minimum.

Near the corner of Blodgett and Woodmen the bushes have grown over the sidewalk narrowing the path of travel to approximately 18".

Recommendation:

Trim the bushes to allow at least a 36" path of travel.

1/4 inch is the maximum vertical rise. Changes in level between 1/4 inch and 1/2 inch must be beveled at 1:2 or less.

As Built:

On either side of the sewer storm drain along Blodgett Dr. there are 3 vertical displacements in order at 1", 2 1/4", and 3/4" respectively. There is also a 1" gap at the 3/4" vertical displacement.

Recommendation:

Grind to at or under 1/2" bevel on the 1" vertical displacement unless it is first removed and replaced. The pads on either side of the storm drain need leveled to compliance. The replacement of the west pad, and cost associated, is detailed in the previous finding addressing high cross slope.

When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp. Surface cross slopes must not exceed 1 unit vertical in 48 units horizontal (2-percent slope).

The route into the playground from Woodmen Dr. has 11 pads of concrete with a high cross slope and/or running slope. Cross slope measures between 2.4% and 6.4% on 7 pads (all but 1 are at or over 3%), while running slope is between 6.8% and 10.9% on all 11 pads (4 are over 8.3%).

Recommendation:

It is not likely feasible to achieve a compliant running slope without re-routing or adding ramp provisions. Explore options to re-design the route to the playground in order to achieve a compliant running slope.

Recommendation:

Do nothing. It will not be feasible to make correct. Not every route must meet standards.

There is not a ramp into the sand area, but sand is not considered an accessible surface and the poured in place could act as a ramp if wood fiber is appropriately installed.

The poured in place surface is about 610 square feet. The sand covers about 3800 square feet.

It is not likely feasible to achieve a compliant running slope without installing handrails. Explore options to re-design this route in order to achieve a compliant running slope either with or ideally without handrails.

Trash Can - The item violates the forward or side reach.

Forward - the reach range is 15" (low) - 48" (high). If there is an obstruction of 20" or less then the height can be up to 48". If the obstruction is between 20-25" the maximum height is 44".

Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".

Where a high forward reach is over an obstruction, the clear floor space shall extend beneath the element for a distance not less than the required reach depth over the obstruction. The high forward reach shall be 48 inches (1220 mm) maximum where the reach depth is 20 inches (510 mm) maximum. Where the reach depth exceeds 20 inches (510 mm), the high forward reach shall be 44 inches (1120 mm) maximum and the reach depth shall be 25 inches (635 mm) maximum.
2010 ADAS Section 308.3.2
Where a clear floor or ground space allows a parallel approach to an element and the high side reach is over an obstruction, the height of the obstruction shall be 34 inches (865 mm) maximum and the depth of the obstruction shall be 24 inches (610 mm) maximum. The high side reach shall be 48 inches (1220 mm) maximum for a reach depth of 10 inches (255 mm) maximum. An accessible table must be on an accessible route (36 inches minimum) and have knee and toe spaces at least 27 inches high, 30 inches wide, and 17 inches deep. The tops of tables and counters shall be 28 inches to 34 inches from the floor or ground.

The short route to the picnic table off of the route that runs from the playground up toward Blodgett Dr. has a cross slope measuring up to 8.1%. The concrete under and around the table has a slope measuring up to 4.1%.

Recommendation:

Remove and replace concrete to and around the picnic table to comply and/or add another table.
