1. On 07/16/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

The accessible route has running slopes greater than 5% and has not been constructed as a ramp (i.e. handrails,edge protection, etc.). Cross slopes are greater than 2% across the width of the walk.

When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp. Surface cross slopes must not exceed 1 unit vertical in 48 units horizontal (2-percent slope).

As Built:

From the trail head at the southernmost point on Corona to down to the turn at the Leon Young Pavilion, there are 73 pads with excessive running and/or cross slopes. Running slopes are as high as 9.8%, and cross slopes are as high as 6.4%.

Recommendation:

This stretch of the trail can not be remediated to compliance because of the excessive running slope.

The surface of the pedestrian access route has vertical discontinuities greater than 1/2 inch or between 1/4 inch and 1/2 inch that are not beveled.

Vertical surface discontinuities shall be 0.5 inch maximum. Vertical surface discontinuities between 0.25 inch and 0.5 inch shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.

Pedestrian Access Routes to Pavilion. There are other routes to the pavilion. They all either branch from the 2 above routes or come from another much less traveled direction. All of these routes greatly exceed ADA grades and would be difficult to fix. One of these is an entry point off of Corona. The 3 large pads have running slopes of 12.8%, 11.5% & 7.2% which leads to a more interior pad with a drain whose cross slope and running slope is in the 10% range.

Recommendation:

Do nothing for now as there is only 1 clear accessible route identified in other finding.

Picnic area A connects to the accessible route. There is a 2” gap from the accessible route to the pad where the 2 picnic tables exist. The pad is broken and has a jagged area of vertical displacement up to 1” high. The table tops are roughly 31” high which is OK. However, there are not accessible. There is no way to reach them due to bench placement. This area does lead to a painted mural feature. This is a 1” gap to reach it.

Recommendation:

Take these tables out, pour the pad (make sure the re-pour eliminates the gap), put in tables which enable access. The tables and benches are currently constructed in such a way as to eliminate access. The tables must be between 28-34” to the top. The bottom of the tables must be at least 27” high for knee clearance. Any seating should be between 17-19” high, ideally with back support. Back support not required for exterior placements. Also, eliminate the gap near the mural feature.

The tops of dining surfaces shall be 28 inches minimum and 34 inches maximum above the finish floor or ground.

As Built:

Picnic Area B is to the right (south) of Picnic area A. It is separated by 4 6” stairs. The pad is broken and there is a 2” gap to access the pad with the tables to the adjoining walkway. The construction of these tables/benches is identical to the other picnic areas. This picnic area also leads to a mural feature (rainbow-like). The feature ends with a semi-circle which requires traversing a 1” gap with ¾” vertical displacement onto concrete with multiple 3% slopes.

Recommendation:

Picnic Area C is further east of both of the other picnic areas. This area is identical to the others. To reach it requires additional navigation of 4 6” stairs from the first picnic area and then an additional set of 4 6” stairs. It also leads to a mural feature – the backside of the mural is connected to picnic area #1. It requires 1 stair to get to the backside of this mural. This in turn leads to stairs that dead-ends. This picnic area is reached by the high grades as noted in a previous finding.

Recommendation:

Do nothing at this time and focus on other areas that are easier to make accessible to obtain the required number of accessible tables.
