1. On 03/29/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Entering the park from the northwest, the three pads of concrete between the storm sewer inlet and the first turning area have cross slopes of 5.9, 4.0%, and 3.1%. Additionally, there is 3/4 inches of vertical displacement at the storm sewer inlet and at the turn.

Recommendation:

Remove and replace at <2%.

1/4 inch is the maximum vertical rise. Changes in level between 1/4 inch and 1/2 inch must be beveled at 1:2 or less.

As Built:

Entering the park from the northwest, between the storm sewer inlet and the first turning area, there are 2 areas of vertical displacement at the storm sewer inlet and a couple of pads down from it at 1" and 3/4".

Recommendation:

Grind the 3/4" area to under 1/2" bevel if not first fixed for the cross slope issue. The vertical lift at the storm inlet will be fixed during the cross-slope pad placement.

Where there is a triangular junction of three routes, the "points" of that junction are turning spaces that shall not have slopes greater than 1:48 (2.08%). The "sides" of the triangle, connecting the paths that lead away from the junction to each other, are walking surfaces that shall not have running slopes greater than 1:20 (5%).

More than one of these elements have findings associated with them in this case.

There are multiple issues at this junction: Turning Space A has a slope up to 4.3%, Turning Space B has a slope up to 6.9% and a cracked pad of concrete, and Turning Space C has a slope up to 5.1%. Connector 1 has one pad of concrete with a cross slope of 4.8%. Connector 2 has one pad of concrete with a running slope of 8.8%.

Recommendation:

Replace non-compliant turning spaces so that they have a less than 2% slope in all directions. Replace the connectors between these turning spaces so that they have cross slopes less than 2% and running slopes less than 5%.

As Built:

Entering the park from the northeast, pedestrians must cross a drainage channel. The two pads of concrete northeast of the crossing have running and cross slopes between 5.9-6.4% and 4.7-8.0%, respectively. The crossing itself has a cross slope of 9.4%, and the pad immediately southwest of the crossing has a running slope of 10.9%.

Recommendation:

Fix the cross slope issues, including the ditch crossing. It isn't feasible to fix the running slope.

As Built:

Entering the park from the northeast, pedestrians must cross a drainage channel. The crossing has a 3/4" vertical lift on one side and up to 2" on the other side. On the route into the park, there is a 3/4" vertical lift.

Recommendation:

Grind any vertical lift to at or under 1/2". The two areas adjacent to the bridge should have the pads adjusted to alleviate the trip hazard. See other finding from the area which deals with the slope issues.

Basketball Court - The surface of the pedestrian access route has vertical discontinuities greater than 1/2 inch or between 1/4 inch and 1/2 inch that are not beveled.

2011 PROWAG Section R302.7.2
Vertical surface discontinuities shall be 13 mm (0.5 in) maximum. Vertical surface discontinuities between 6.4 mm (0.25 in) and 13 mm (0.5 in) shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.Advisory R302.7.2 Vertical Surface Discontinuities. The allowance for vertical surface discontinuities is for occasional expansion joints and objects such as utility covers, vault frames, and gratings that cannot be located in another portion of the sidewalk outside the pedestrian access route. However, objects such as utility covers, vault frames, and gratings should not be located on curb ramp runs, blended transitions, turning spaces, or gutter areas within the pedestrian access route. This may not always be possible in alterations, but should be avoided wherever possible. Vertical surface discontinuities between unit pavers should be minimized.

Openings in floor or ground surfaces shall not allow passage of a sphere more than 1/2 inch diameter. Elongated openings shall be placed so that the long dimension is perpendicular to the dominant direction of travel.

The rubber tiles at the slides are warping and deteriorating, with gaps up to 3/4" wide. The rubber tile covers about 200 square feet.

Recommendation:

Replace all of the rubber tile areas with poured in place.

As Built:

There is a lot of sand that has spilled into the adjacent sidewalk creating a surface that is not firm, stable, or slip-resistant.

Recommendation:

This issue will be resolved once the engineered wood fiber is put in. In the meantime, clean sidewalks areas frequently.

Pavilion and Drinking Fountain

The drinking fountain has multiple violations.

Drinking fountains must be on an accessible route that provides a 30-inch by 48-inch clear floor space centered on the low unit, allowing a forward approach.

Spout outlets shall be 36 inches maximum above the finish floor or ground. Spout outlets of drinking fountains for standing persons shall be 38 inches minimum and 43 inches maximum above the finish floor or ground. The spout shall be located 15 inches minimum from the vertical support and 5 inches maximum from the front edge of the unit, including bumpers. The spout shall provide a flow of water 4 inches high minimum and shall be located 5 inches maximum from the front of the unit. The angle of the water stream shall be measured horizontally relative to the front face of the unit. Where spouts are located less than 3 inches from the front of the unit, the angle of the water stream shall be 30 degrees maximum. Where spouts are located between 3 inches and 5 inches maximum from the front of the unit, the angle of the water stream shall be 15 degrees maximum. Operable parts shall comply with applicable standards.

Trash Can - The item violates the forward or side reach.

Forward - the reach range is 15" (low) - 48" (high). If there is an obstruction of 20" or less then the height can be up to 48". If the obstruction is between 20-25" the maximum height is 44".

Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".

Where a high forward reach is over an obstruction, the clear floor space shall extend beneath the element for a distance not less than the required reach depth over the obstruction. The high forward reach shall be 48 inches (1220 mm) maximum where the reach depth is 20 inches (510 mm) maximum. Where the reach depth exceeds 20 inches (510 mm), the high forward reach shall be 44 inches (1120 mm) maximum and the reach depth shall be 25 inches (635 mm) maximum.

At the south side of the park, the trash can near the picnic table is 34" from the accessible route.

Recommendation:

Pour a concrete "bump-out" to the trash can to provide a level (less than 2% slope) clear floor space (at least 48" x 30") from which to reach the trash can.
