1. On 11/29/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.
2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:
Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones
3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

There is no pedestrian access route at the street crossing.

As Built:
There is not an accessible route into the park from the public right of way. There is a vehicle ramp off of the street Iron Horse Trail in the northeast corner of the park that does allow some accessibility, although it does not meet the requirements for a curb ramp (see the following finding). There is also a curb ramp about twenty feet to the north of the vehicle ramp in a residential area. Both of these ramps feed into a park path that has high running slopes and cross slopes.
Recommendation:
Install a curb ramp around the halfway point along with Iron Horse as this area is most feasible to achieve a compliant running slope. Please see the picture and diagram for a proposed recommendation.

Recommendation:
Add a curb ramp around the mid-point of the park along with Iron Horse where the street grade is closer to level and the entry to the park has a compliant running slope (in another finding). This ramp can stay except that the landing needs to be made 2% or under for the adjoining sidewalk.

The path that runs from the southeast corner of the park coming from residential on Iron Horse Trail down to the first turn at the triangle in the southeast corner of the park has 11 pads of concrete with a high cross slope up to 7.1%. 8 of these pads exceed 3%. Four of the pads also have a high running slope as high as 7.3%.
Recommendation:
Remove and replace pads to achieve compliant cross slope. It is likely not feasible to correct running slope due to the existing terrain, and much of this stretch of the path follows street grade.

The path into the park from the residential area in the northeast corner of the park to the first turn at the first triangular convergence of paths has nine pads of concrete with high cross-slope and/or running slope. Cross slope is as high as 2.8% on two pads while running slope is up to 10.1% on eight pads.
Recommendation:
Remove and replace pads with high cross slope. Do nothing with the pads that have high running slope as much of it follows the street grade and the rest is located along terrain that makes it infeasible to achieve compliance. Designate this section of route as not accessible.

Cross slope is as high as 5.8% over 90 of those pads while running slope is up to 11.7% on 50 of the pads. 55 pads have cross slopes of 3% or more. The running slope exceeds 8.3% in 31 pads.
Recommendation:
Remove and replace pads with excessive cross slope. Due to the terrain, it is not feasible to achieve a compliant running slope along this stretch of the route.
