1. On 03/24/2022, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Where there is a triangular junction of three routes, the "points" of that junction are turning spaces that shall not have slopes greater than 1:48 (2.08%). The "sides" of the triangle, connecting the paths that lead away from the junction to each other, are walking surfaces that shall not have running slopes greater than 1:20 (5%).

More than one of these elements have findings associated with them in this case.

This triangular junction, located at the entrance to the park from Amberwood Ln, has the following issues: Turn B has an excessive slope measuring 5.9% Turn C has an excessive slope measuring 6% Section 2 has one pad with a high cross slope measuring 5.4% Section 3 has two pads with a high cross slope measuring 3.4% and 3.5%.

Recommendation:

Replace non-compliant turning spaces so that they have a less than 2% slope in all directions. Replace the connectors between these turning spaces so that they have cross slopes less than 2% and running slopes less than 5%.

Do nothing. It is not feasible to achieve a compliant running slope on this route due to the existing terrain. This route from Amberwood Ln is not an accessible route into the park. It is recommended that the accessible route be from Craycroft Dr.

This long section of the accessible route that runs from the turn near the basketball court and drinking fountain to the turn northeast of the playground has 53 pads of concrete with a high running slope and/or cross slope. The running slope measures between 5.3% and 10% on 17 pads (only1 pad exceeds 9%), while the cross slope is between 2.3% and 5.1% on 46 pads (30 pads exceed 3%).

Recommendation:

Remove and replace pads with high cross slope. It is not feasible to achieve a compliant running slope due to the existing terrain. Designate this path as not accessible. The most feasible accessible route between the playground/pavilion and the basketball court is along the west side of the park.

Pavilion - The surface of the pedestrian access route has vertical discontinuities greater than 1/2 inch or between 1/4 inch and 1/2 inch that are not beveled.

Vertical surface discontinuities shall be 0.5 inches maximum. Vertical surface discontinuities between 0.25 inches and 0.5 inches shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.

Vertical surface discontinuities shall be 13 mm (0.5 in) maximum. Vertical surface discontinuities between 6.4 mm (0.25 in) and 13 mm (0.5 in) shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.Advisory R302.7.2 Vertical Surface Discontinuities. The allowance for vertical surface discontinuities is for occasional expansion joints and objects such as utility covers, vault frames, and gratings that cannot be located in another portion of the sidewalk outside the pedestrian access route. The concrete at the pavilion has gaps measuring 3/4" around the posts with 1/2" vertical displacements.

Fill gaps and bevel edges if feasible if not first removed and replaced.

Side - the reach range is 15" (low) - 48" (high) and the maxim height of any obstruction is 34". If the obstruction depth is between 10" - 24", the reach height maximum is 46".
