SUBJECT: Pikes Peak Highway (Enterprise) Self-Evaluation

1. On 07/18/2017, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

There is no accessible route of travel from the public way. This door leads to the conference room of the administration office.

1/4 inch is the maximum vertical rise. Changes in level between 1/4 inch and 1/2 inch must be beveled at 1:2 or less.

Access aisles serving parking spaces shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle.

Recommendation:
Since only one accessible parking space is required, it is required to also be van accessible. Restripe to provide either an 11'-0" wide parking space with a 5'-0" wide access aisle, or an 8'-0" wide parking space with an 8'-0" wide access aisle.

Admin Office - Parking at Unisex restrooms

The accessible parking stalls and access aisles provide equivalent facilitation.

The measurements of parking spaces and access aisles shall be made from the centerline of the markings. Where the parking space is not adjacent to another parking space or access aisle, the measurement shall be permitted to include the full width of the line defining the parking space.

Alternatively, the stall can be 11 feet wide minimum and the access aisle may be 5 feet wide.

The door has a door stop which prevents it from having a smooth surface at the bottom.

Swinging door surfaces within 10 inches of the finish floor or ground measured vertically must have a smooth surface on the push side extending the full width of the door. Parts creating horizontal or vertical joints in these surfaces shall be within 1/16 inch of the same plane as the other. Cavities created by added kick plates shall be capped. This is required to allow those that use wheelchairs to use their footrests to push the door open without getting trapped or injured by the gate material. All gates, including ticket gates, shall meet all applicable specifications for doors.

Camera Point - Ute Pass

The Camera Point has parking, an information board, and a view finder. The parking is firm, stable and slip resistant, but the slope in the parking exceeds 2% and there is no marked accessible parking.

As a whole, the city has a responsibility to make programs, services and activities accessible. However, Pikes Peak has unique climate, location and grade challenges that are not conducive to accessibility.

State and local governments have an obligation to make their programs and services accessible to persons with disabilities. This may or may not require the alteration, addition or construction of existing facilities which predate The Americans with Disabilities Act (ADA) of 1990.

Under the Code of Federal Regulations Section 35.151(b)(2) State and Local Government Title II entities may provide programmatic access where alterations to existing facilities would result in undue financial and administrative burdens.

Crowe Gulch Picnic Grounds
