SUBJECT: Colorado Springs Police Training Academy Self-Evaluation

1. On 09/16/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

Hand-activated door/gate opening hardware, handles, pulls, latches, locks, and other operating devices on accessible doors shall have a shape that is easy to grasp with one hand and does not require tight grasping, tight pinching or twisting of the wrist to operate. Hardware shall be 34 inches minimum and 48 inches maximum above the finish floor or ground.

Wall signs identifying permanent rooms and spaces of a building shall have be horizontal format and the characters raised 1/32 inch minimum and shall be sans serif uppercase characters a minimum of 5/8 inch and a maximum of 2 inches high. Contracted Grade 2 Braille shall be in a horizontal format and shall be placed a minimum of 3/8 inch and a maximum of 1/2 inch directly below the tactile characters; flush left or centered. Signs with raised characters or Braille shall be located 48 inches minimum above the finish floor or ground surface, measured from the baseline of the lowest tactile character and 60 inches maximum above the finish floor or ground surface, measured from the baseline of the highest tactile character.

7. Family or assisted-use toilet and bathing rooms.

8. Accessible dressing, fitting and locker rooms where not all such rooms are accessible.

9. Accessible areas of refuge in accordance with Section 1009.9.

10. Exterior areas for assisted rescue in accordance with Section 1009.9.

11. In recreational facilities, lockers that are required to be accessible in accordance with Section 1109.9.

2010 ADAS Section 216.8
Where existing toilet rooms or bathing rooms do not comply with 603, directional signs indicating the location of the nearest toilet room or bathing room complying with 603 within the facility shall be provided. Signs shall comply with 703.5 and shall include the International Symbol of Accessibility complying with 703.7.2.1. Where existing toilet rooms or bathing rooms do not comply with 603, the toilet rooms or bathing rooms complying with 603 shall be identified by the International Symbol of Accessibility complying with 703.7.2.1. Where clustered single user toilet rooms or bathing facilities are permitted to use exceptions to 213.2, toilet rooms or bathing facilities complying with 603 shall be identified by the International Symbol of Accessibility complying with 703.7.2.1 unless all toilet rooms and bathing facilities comply with 603.

Install a sign with Braille and tactile characters at 60" to the top of the sign.. This sign must not be on the door since the door pulls. Put sign on latch side above door knob.

Wall-hung urinals must be provided with an elongated rim projecting a minimum of 13-1/2 inches from the wall and a maximum of 17 inches above the floor.

Recommendation:
Lower a urinal to 17" maximum to the rim. This urinal needs to be removed in order to create a compliant width accessible stall. There are additional urinals at the other end of the restroom; correct one of them.

The stall door does not have self closing hinges or an interior handle.

The coat hook is mounted at 66 inches.

Install a compliant height toilet 16" to 18" from the wall to the centerline of the toilet. Install the grab bar so it is offset from the center of the toilet. Move the seat covers to a side wall no more than 48" to the opening. Replace the door hardware with self-closing hinges, and install a handle on the inside of the stall door. Install another coat hook at 48" maximum.

Where existing toilet rooms or bathing rooms do not comply with 603, directional signs indicating the location of the nearest toilet room or bathing room complying with 603 within the facility shall be provided. Signs shall comply with 703.5 and shall include the International Symbol of Accessibility complying with 703.7.2.1. Where existing toilet rooms or bathing rooms do not comply with 603, the toilet rooms or bathing rooms complying with 603 shall be identified by the International Symbol of Accessibility complying with 703.7.2.1.
