1. On 10/11/2021, Title II ADA / Section 504 Coordinator(s) from the Office of Accessibility performed a Title II - Americans with Disabilities Act (ADA) Self-Evaluation. This evaluation was performed in accordance with 1991/2010 ADA Standards for Accessible Design.

2. Priorities for removing barriers are assigned in accordance with the ADA Checklist for Existing Facilities, promulgated by the ADA National Network. The checklist follows the four priorities listed in the Department of Justice ADA Title III regulations. These priorities are equally applicable to state and local government facilities:

Priority 1 - Accessible approach and entrance
Priority 2 - Access to goods and services
Priority 3 - Access to public toilet rooms
Priority 4 - Access to other items such as water fountains and public telephones

3. Corrective actions to findings were / will be submitted to the City maintenance work request system and will be managed in accordance with the City Transition Plan. Note: Recommended corrections may be modified where appropriate. Corrections are developed in consideration of the “Program Access” provisions of Title II, where applicable.

This vehicular entrance doubles as a pedestrian curb ramp.

There are multiple issues with this curb ramp including:

There is a 3/4" lip between the curb ramp and the concrete gutter.

The counterslope at the street is 6.8%.

The cross slope of the sidewalk crossing the curb ramp is 6.2%.

The bollards restrict the entrance points to two 32" or 26" and one 24" or 22.5" due to the gap at the bollard.

The ramp face has an 11% running slope.

The landing has a slope of up to 11%.

There are multiple issues with this curb ramp.

Recommendation:

Either leave this as a maintenance vehicle access and fix the sidewalk cross slope with a wrap-around or completely take this out and replace it with a proper curb ramp. A good curb ramp could be located further down towards the center of the park. The path into the park from this point has an excessive running slope, and it is not feasible to achieve a compliant running slope. Install a curb ramp at another park entry point where an achievable route is feasible.

Vehicular entrance does not meet curb ramp requirements

The accessible route has running slopes greater than 5% and has not been constructed as a ramp (i.e. handrails,edge protection, etc.). Cross slopes are greater than 2% across the width of the walk.

When the slope in the direction of travel of any walk exceeds 1 unit vertical in 20 units horizontal (5-percent slope), it must be constructed as a ramp. Surface cross slopes must not exceed 1 unit vertical in 48 units horizontal (2-percent slope).

As Built:

From the vehicle entrance ramp up to the turn by the first picnic table there are seven pads of concrete with excessive cross slope and/or running slope. Cross slope is between 2.8% and 3.3% on three pads while the running slope measures as high as 12.4% on six of the pads.

Recommendation:

Remove and replace the pads with a high cross slope. A compliant running slope is not feasible on this route due to the existing terrain. Consider installing signage designating this route as not accessible.

From the turn by the pavilion up to the dead-end of the path at Sand Creek, there are 38 pads of concrete with a high cross slope and 1 with a high running slope. The cross slope measures up to 3.4%. 14 pads are 3% or more. The running slope is 6.6% on one pad near the dead-end at Sand Creek. Overall, there are 14 pads that are fine in this stretch.

Recommendation:

Remove and replace concrete to compliance except for the last non-compliant pad of the high running slope.

Vertical surface discontinuities shall be 0.5 inch maximum. Vertical surface discontinuities between 0.25 inch and 0.5 inch shall be beveled with a slope not steeper than 50 percent. The bevel shall be applied across the entire vertical surface discontinuity.

Along the route that runs from Heathercrest Dr. up to the triangular convergence of turns at the south end of the park, there are 10 or pads of concrete that are cracked, broken, and/or have large, deep divots. This has vertical displacements of more than 1/2" in many places and/or gaps and holes several inches wide and as deep as 2".

Recommendation:

Remove and replace concrete to compliance.

Recommendation:

Remove and replace the four pads of concrete with high cross-slope. Because of the terrain, it is not feasible to achieve a compliant running slope on this path.

Recommendation:

Remove and replace pads to compliance. Once improvements to this route are made this should be designated as the accessible route into the park from Heathercrest Dr., and a curb ramp should be added on Heathercrest at the bottom of this route.

The concrete under and around the pavilion has several areas of vertical discontinuity. Where the pie shaped concrete joins, there is 1/2" vertical displacement. There is a 3" diameter hole where a bbq pit used to be. There is cracking in the concrete around the pavilion that has resulted in vertical displacement of up to 3/4", and gaps of 1" between pads throughout.

Recommendation:

Remove and replace concrete under and around the pavilion.

The tops of tables and counters must be 28 inches to 34 inches from the floor or ground.
