About
The City of Colorado Springs is developing a Parking and Curb Management Plan to better manage parking and the curbside in two areas of Colorado Springs with diverse needs – Downtown and Old Colorado City.
The curbside (also known as the curb lane) is the space on a street immediately adjacent to the curb. This valuable public space can be used for many purposes, including loading and unloading, bus stops, parking, passenger pick-up and drop-off, bicycling, and other uses like bike and scooter parking and outdoor dining. Curbside space in Downtown and Old Colorado City is in high demand from many people, businesses, and groups. In addition, off-street parking in lots and garages plays a key role in the parking system of these areas.

Curbside management helps to balance competing needs and create space for everyone. We want your help to create a plan to better manage our curbside space. We are taking a look at how the curbside is managed today in Downtown and Old Colorado City and making a plan for how it can adapt to meet the needs of everyone and advance our city goals. Together, we can create a curbside that works—one that is safe, efficient, and supports our values.
In addition to looking at the curbside, we are analyzing off-street parking (parking lots and garages) in these areas to understand supply, demand, and access. Through this plan, we will develop strategies to improve off-street parking to serve these areas.
Planning Process
Existing Conditions Analysis - Summer 2024
During this stage, we are analyzing data on how the curbside is managed and used today in Downtown and Old Colorado City. This stage also involves looking at existing City plans and policies as well as best practices in curbside management used in other cities.
Community Engagement Phase 1 - Summer 2024
During this phase, we are asking for your help identifying issues and opportunities related to parking and curbside management in Downtown and Old Colorado City.
Strategy Development - Fall 2024
During this phase, we will compile what we've learned and develop recommendations to improve parking and curbside management.
Community Engagement Phase 2 - Fall 2024
During this phase, we will present draft strategy recommendations and ask for your feedback.
Action Plan - March 2025
We will publish a draft of the plan. You will have the opportunity to review this plan and tell us your thoughts. We'll use this feedback to prepare a final version of the plan.
Plan Completion - May 2025
We will adopt the final plan in May.
