
The Parks, Recreation and Cultural Services (PRCS) Department has been working to adopt a policy for the use of electrical assisted bicycles (“e-bikes”) across the park system.
The department initially recommended an e-bike policy which would allow Class 1 e-bikes on all trails within our system (including regional park and open space trails) and both Class 1 and 2 e-bikes on urban/regional trails. This approach was explained at a City Council work session December 9, 2024. After the presentation, PRCS received a request to consider an alternative proposal to allow class 1 e-bikes anywhere a bike can go. This was the proposal that City Council focused on at their February 11 meeting, They voted 6-3 to adopt an ordinance defining the three classes of e-bikes and designating Class 1 e-bikes as a non-motorized use. This allows Class 1 e-bikes on all trails where traditional bikes are permitted. Class 2 and Class 3 e-bikes will not be permitted.
The second reading of the ordinance will occur at the February 25 City Council meeting. If City Council passes the ordinance it will take effect on July 1, 2025.
Prior to July, the PRCS director will adopt rules and regulations for e-bike use to implement the ordinance. The locations where e-bikes are permitted will be rolled out in phases; restrictions on some properties will be addressed prior to any introduction of e-bikes in those locations. Educational opportunities and enforcement options will also be released prior to the effective date.

Our team is actively reviewing the feedback and comments to better understand the community’s priorities. Updates will be provided to the Trails, Open Space and Parks Programs (TOPS) Working Committee and Parks Advisory Board as the process continues. Both meetings are open to the public to participate in person or online.
What is an e-bike?
According to state statute and city code an electrical assisted bicycle is “a vehicle having two or three wheels, fully operable pedals, and an electric motor not exceeding seven hundred fifty watts of power.”
Three types of e-bikes
Class I e-bike
- A Class I e-bike provides assistance only when the rider is pedaling and ceases to assist the rider when the bicycle reaches a speed of twenty miles per hour.
Class II e-bike
- A Class II e-bike provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of twenty miles per hour.
Class III e-bike
- A Class III e-bike provides assistance only when the rider is pedaling and ceases to provide assistance when the bicycle reaches a speed of twenty-eight miles per hour.
