Experience Downtown Master Plan

Beginning in 2015 the City of Colorado Springs, the Downtown Development Authority (DDA) and a diverse group of stakeholders worked together to update the 2009 Imagine Downtown Master Plan.  The new “Experience Downtown Plan,” which was adopted by City Council in November 2016,  utilizes significant public input, subject matter experts, and numerous recently adopted City-wide plans to create a market-based, tactical plan that will lead the desired renaissance Downtown.  The Plan contains two volumes: Volume I will serve as the DDA’s legal “plan of development” to guide the best use of their resources; Volume II will serve as the City’s traditional land use master plan.  

2025 Downtown Plan Update

In late 2024 and early 2025 Downtown leaders, stakeholders, and City Staff came to agree that the 2016 Experience Downtown Plan was in need of updating.  This conclusion was based on the fact that significant growth and development that had occurred Downtown over the last decade, that many of the 2016 plan goals have been met, and the recognition that the current plan doesn’t reflect post-pandemic conditions and market realities.  City Staff are currently working with the Downtown Partnership and the Downtown Development Authority to draft plan updates to address these issues and to incorporate new stakeholder input.  Once finalized, the updated plan will be routed through the Downtown Review Board, City Planning Commission, and City Council for public hearings and adoption.  More information can on the process and updated plan drafts can be found here: Experience Downtown Master Plan Update (Downtown Colorado Springs).
